      突发事件常引发交通管控,管控点设置造成车辆绕行及排队延迟,显著影响应急物流配送效率。本文研究车辆路径与管控点配置协同优化问题,构建了包含管控成本为目标的混合整数规划模型,针对复杂优化过程,提出基于正交实验设计并行变邻域搜索算法(PVNS-OED)。实验结果表明:1)对于大规模问题,PVNS-OED相较于经典变邻域搜索算法平均节约成本45.24%,计算效率最高提升4.5倍。2)管控点数量与系统总成本呈非线性关系,合理协同优化可显著降低总成本。3)所提最优管控点数量近似估算能有效指导管控决策。研究结果为应急物流管理中统筹“安全”与“效率”目标提供了重要的理论依据与决策支持。
英文摘要
      This study investigates the collaborative optimization of vehicle routing and traffic checkpoint configuration in emergency logistics under traffic control, where checkpoints induce detours and queuing delays. A mixed-integer programming model is developed with checkpoint control cost incorporated into the objective function. To solve this complex problem, a parallel variable neighborhood search algorithm based on orthogonal experimental design is proposed. Experimental results show that: 1) for large-scale instances, the proposed PVNS-OED algorithm reduces the average cost by 45.24% compared with the classical variable neighborhood search algorithm and improves computational efficiency by up to 4.5 times; 2) the number of checkpoints has a nonlinear effect on the total system cost, and proper collaborative optimization significantly reduces the overall cost; 3) the proposed approximation for the optimal number of checkpoints effectively supports checkpoint configuration decisions in emergency logistics management.
