      基于自然灾害频发对社会及人民造成的影响, 本文针对需求不确定下的灾害情景, 运用p-鲁棒优化方法, 引入期权柔性合同作为采购协议, 构建了基于情景的两阶段p-鲁棒优化模型. 该模型从承运人和供应商结合的角度出发, 构建应急救灾供应链网络, 并将伤员等待救援过程中的痛苦感知通过剥夺成本进行刻画, 以系统总成本最小为优化目标, 研究灾前供应商选择和灾后物资调配问题. 通过四川省地震案例验证模型有效性, 并进行灵敏度分析. 结果表明: p-鲁棒模型能够提高救灾网络跨情景的鲁棒性; 剥夺成本作为衡量人道主义物流有效性的重要指标有助于减轻灾民负面情绪; 引入期权柔性契约有助于提高应急响应效率, 可有效应对需求不确定性风险.
英文摘要
      In light of the severe impacts of frequent natural disasters on society and people, this paper focuses on disaster scenarios with uncertain demand. By applying the p-robust optimization method, an option-flexible contract is introduced as the procurement agreement, and a two-stage p-robust optimization model based on scenarios is developed. From the perspective of carriers and suppliers, an emergency relief supply chain network is constructed. The pain perception of the injured during the waiting rescue process is quantified by deprivation cost. To minimize the total system cost, this paper examines pre-disaster supplier selection and post-disaster material allocation problems. The model's effectiveness is validated through an earthquake case in Sichuan Province with sensitivity analysis. The results indicate that The p-robust model can enhance the cross-scenario robustness of the relief network. Deprivation cost as a key metric for humanitarian logistics effectiveness can help alleviate victims' negative emotions. The option-flexible contract can improve emergency response efficiency and effectively address demand uncertainty risks.
