| 为及时应对船舶延期和船舶计划外来此类不确定事件给港口原有调度计划带来的干扰,研究了船舶进出港次序和拖轮集成再调度优化问题。首先,考虑不确定性事件场景的多样性,提出了再调度滚动决策机制,用于确定船舶和拖轮集成再调度决策点;其次,考虑不同船舶服务优先级的差异,并兼顾拖轮的数量限制、以及双向航道的安全通航规则,融入了重新分配拖轮、让位移泊和灵活切换航道方向的组合策略,以再调度成本最小为目标建立数学模型,并设计了改进遗传算法用于求解,给出每个再调度决策点处最佳的船舶进出港次序和拖轮指派方案。结果表明,对船舶和拖轮进行集成再调度优化能有效应对不确定性事件,显著降低再调度成本,研究结论可为综合性港口日常运营提供科学决策参考。 |

| In order to address disruptions caused by delayed ships and unexpected incoming ships to the initial vessel scheduling and tugboat assignment at port, an optimization problem for integrated re-scheduling is studied, taking into account the impact of delayed ships and unexpected incoming ships. The study introduces a rolling rescheduling decision mechanism to identify critical decision points amidst diverse uncertain event scenarios. It incorporates varying service priorities of ships, constraints on tugboat availability, and safety regulations for dual-channel navigation, integrating strategies for tugboat reassignment, berth shifting and flexible channel direction changes. A mathematical model is formulated to minimize rescheduling costs, with an improved genetic algorithm employed to solve it. The study demonstrates that the integrated rescheduling approach can effectively handle uncertainties such as ship delays and can significantly reduce rescheduling costs, offering a scientific basis for decision-making in port operations. |
