| 推动创新系统研究与管理的科学化迫切需要基于创新系统特征构建体系化的计量理论与方法体系, 综合交叉领域分析方法来有效揭示创新系统的新特征、新模式与新规律. 构建的创新系统计量是基于系统论视角, 运用或构建合适的计量分析方法, 以支撑对创新过程运作及其实现中的要素互动联系、创新活动行为特征、创新活动影响因素以及创新环境支撑作用的计量分析. 在阐明创新系统计量内涵的基础上, 分别从发展问题、结构问题与动力问题维度提出创新系统计量的关键计量问题及相应计量分析思路, 这些内容共同构成创新系统计量的理论分析框架, 并提出创新系统计量研究展望. 创新系统计量的提出与发展将为创新系统研究、管理与政策实践提供一套科学化的理论分析框架与方法支撑, 有助于厘清创新系统结构与功能演变, 有效实施系统性创新政策, 提升国家、区域及产业创新体系整体效能. |

| Advancing the research and management of innovation systems requires the construction of a systematic theoretical analysis framework that provides interdisciplinary methods for uncovering the new features, patterns, and findings of innovation systems. The innovametrics of innovation systems, as proposed, adopts a systems-theoretic perspective and involves the development or application of appropriate quantitative analytical methods to support the measurement and evaluation of innovation performance, element interactions, and the role of environmental contexts. It clarified the concept of innovametrics of innovation systems and proposed key measurement issues and analytical approaches across three dimensions—developmental, structural, and dynamic—which together constitute the theoretical analysis framework of innovametrics. It also provided insights into future research directions. Innovametrics of innovation systems provides both theoretical and methodological support for systematic studies in innovation management and policy, helping to clarify the complex structure and functional evolution of innovation systems and to enhance innovation efficacy of countries, regions, and industries. |
