Focusing on the impact of supply chain disruption risks on the remanufacturing processes across different industries under carbon tax policies, this study analyzes the game-theoretic relationships among the government, manufacturers, recyclers, and suppliers. We find that supply chain disruption risks significantly influence manufacturers’ remanufacturing decisions, with manufacturers in industries lacking carbon emission advantages exhibiting weaker adaptability to such risks. Carbon tax policies encourage manufacturers to actively engage in remanufacturing, though their sensitivity to carbon taxes varies across industries. Strict government regulations aimed at enhancing the supply chain resilience of recyclers can incentivize manufacturers to pursue remanufacturing even under low carbon tax conditions. In contrast, suppliers strengthening their own supply chain resilience may lead manufacturers to favor producing new products, thereby hindering the progress of remanufacturing. Targeted strategies are proposed for the government and enterprises, providing references for promoting the low-carbon development of the manufacturing industry.
