      不同政策的共同实施能否及如何产生事半功倍的绿色技术创新协同诱导效应,对于有效实现人与自然和谐共生的中国式现代化至关重要。本文通过构建三方演化博弈模型,并实证检验政策协同对企业绿色技术创新行为的协同诱导效应。研究表明,两类环境规制政策的协同实施可以通过改善政商关系、提高环保意识和降低融资约束实现绿色技术创新协同诱导效应,进一步提升企业的绿色技术创新水平。其中,政策协同对于国有企业、小规模企业、重污染行业企业和低规制地区企业的创新诱导效应更为显著,且政策协同能够进一步促进企业的持续绿色创新水平、绿色创新研发效率和绿色成果转化效率三个方面进而推动绿色技术创新质量的提升。
英文摘要
      Whether and how the joint implementation of different policies can produce the synergistic induction effect of green technology innovation is crucial to effectively realize the Chinese-style modernization of harmonious coexistence between man and nature. This paper establishes a tripartite evolutionary game model and empirically tests the synergistic inducing effect of policy synergy on enterprises' green technology innovation behavior. The research shows that the coordinated implementation of the two types of environmental regulation policies can achieve the synergistic induction effect of green technology innovation by improving the relationship between government and business, enhancing environmental awareness and reducing financing constraints, and further enhance the level of green technology innovation of enterprises. Among them, policy synergy has a more significant innovation induction effect on state-owned enterprises, small-scale enterprises, enterprises in heavily polluting industries and enterprises in low-regulation areas, and policy synergy can further promote the sustainable green innovation level of enterprises, green innovation research and development efficiency and green achievement transformation efficiency, thus promoting the improvement of green technology innovation quality.
