      为研究强制生活垃圾分类背景下居民情感“反击” 及监管问题, 通过刻画居民情感异质性的特征, 构建其垃圾分类行为效用函数, 提出了两阶段处罚-诚信监管机制, 并采用多主体仿真的方法对比单一处罚监管机制和两阶段处罚-诚信监管机制的演化结果. 研究发现: 单一处罚监管机制为短期有效机制, 长期实施该机制会给政府财政带来较大的负担, 同时受个体情感异质性的影响, 该机制无法有效遏制居民不分类行为; 而诚信监管机制是其补充和完善, 二者构成的两阶段监管机制可以有效监管居民分类行为. 政治敏感度、生活相关度以及认知意愿权重越高, 履行垃圾分类行为的人越多; 情感外化程度越大, 履行垃圾分类行为的人越少.
英文摘要
      This paper studies the problem of residents’ emotion counterattack under the background of mandatory garbage classification. A novel two-stage penalty-credit supervision mechanism, which describes the characteristics of residents’ emotional heterogeneity and constructs behavioral utility function, is put forward. Single penalty supervision mechanism and two-stage penalty-credit supervision mechanism are compared by using multi-agent simulation method. The results show that, the penalty supervision mechanism is an effective mechanism in the short term, which could bring a great burden to the government finance for the long term. Moreover, due to the heterogeneity of individual emotion, the single mechanism can not effectively curb res- idents’ non-classification behavior. The higher political sensitivity, life relevance and the cognitive intention weight are, the more people are willing to sort garbage. The bigger the degree of emotional externalization is, the less people are willing to sort garbage.
