能否有效地控制IT外包项目的进度风险在一定程度上决定着IT外包项目的成败。传统的进度风险控制方法没有考虑IT外包活动中多个主体(发包方、接包方)之间合作这一特点。本文采用协商机制对IT外包进度风险进行控制,制定了协商协议,设计了相应的建议生成模型和让步策略函数,并设计仿真算例对协商机制的效果进行检验。研究发现:采用协商机制可以提高双方达成一致时的效用值,即验证了协商的“双赢”性;增加协商轮次数,能够使协商结果对双方更加公平;当双方采用相同让步策略时,协商结果对双方相对公平;当双方采用不同让步策略时,保守一方获得的利益要大于激进的一方。 |

Schedule risk control is a very important issue for the success of IT outsourcing project. The characteristic of multiple agents (contractees and contractors) in the IT outsourcing activities is not considered, while the traditional schedule risk control methods is applied for the problem. This paper introduces the negotiation approach to support the schedule risk control. the negotiation protocol, decision making model and concession functions are designed. The experiments are given to evaluate the value of the negotiation approach. Results shows that, the negotiation approach improves the utility of agreement among the agents, that is the win-win feature of negotiation approach; increasing the number of negotiation round is helpful to increase the negotiation fairness among the agents; the results are relatively fair for the agents, while the same concession strategy is taken by the agents; the results are better for the conservative part than the radical part, while the different concession strategies are taken by the agents. |
