      基于中国省际层面数据,利用面板协整检验和误差修正模型等方法,分析“互联网+”对科研机构创新效率影响的异质溢出效应。研究发现:“互联网+”已成为当前推动科研机构创新效率水平提升的长期驱动力,注重“互联网+”与“走出去”策略的结合有助于强化“互联网+”的创新溢出效果;“互联网+”水平的短期波动对科研机构创新效率的短期波动具有显著的积极影响,且二者的长期均衡存在明显的短期异质修正效应;“互联网+”对科研机构创新效率的影响存在长短期异质性,总体表现为长期效应强于短期效应,但局部仍存在一定差异;“互联网+”对东部地区科研机构创新效率的提升效果弱于中、西部地区,而在政府R&D资助强度较高的地区,“互联网+”的创新溢出效果也将会更加显著。
英文摘要
      Based on China's provincial-level data, the panel co-integration test and error correction model are used to analyze the heterogeneity effects of “Internet+” on the innovation efficiency of research institutions. The study found: "Internet +" has become a long-term driving force to promote the innovation efficiency of research institutions. The combination of "Internet +" and "going-out" strategies will help strengthen the "Internet +" innovation spillover effects; The short-term fluctuations of the "Internet +" level have a significant positive impact on the short-term fluctuations of research institutions’ innovation efficiency, and the long-term equilibrium of the two has obvious short-term heterogeneous correction effects; The influence of “Internet+” on the innovation efficiency of research institutions has long-term and short-term heterogeneity, and the overall performance is that the long-term effect is stronger than the short-term effect, but there are still significant differences locally; The "Internet +" effect on the innovation efficiency of research institutions in the eastern region is weaker than that in the central and western regions. In areas with higher government R&D funding intensity, the "Internet +" innovation spillover effect will be more significant.
